      Prohibits discriminatory practices in franchise agreements.

      Provides for a civil action to seek specific performance of a franchise agreement or to seek monetary damages.

      Includes agreements pertaining to a major professional sports team in the definition of a "franchise" in RCW 19.100.010.

      Deletes the reference to a foreign government or person in RCW 49.60.030 as it pertains to the right to engage in commerce free from any discriminatory boycotts or blacklists.

      Includes "alienage," or "residence" in the definition of "national origin" in RCW 49.60.040.
