HB 2958 - DIGEST

      Provides for the selection of a metropolitan council, provides for election of certain members, and provides for filling vacancies.

      Establishes a regional services authority for transit to implement a high capacity transit system for the urbanized areas.

      Requires cooperation with local transit operators.

      Requires planning consistency and authorizes consolidation of transit authorities.

      Provides for financing high capacity transportation systems.

      Repeals provisions of chapters 35.58 and 36.56 RCW.
