      Requires every applicant registering as a contractor for the first time to attend an educational seminar on laws applicable to the business of contracting in the state.

      Requires attendance once every four years for renewals.

      Directs the department of revenue to conduct a study of compliance with the excise tax laws within the construction industry.

      Requires a report by January 6, 1994.
