      Establishes campaign contribution limits.

      Limits incumbent mailings during campaign periods.

      Establishes campaign expenditure limitations.

      Provides limits on a candidate's contributions to his or her own campaign.

      Requires a candidate to sign and file a statement of acceptance or rejection of an expenditure limitation agreement and specifies alternative contribution limits.

      Provides for a good campaigns practices seal and for a voters' pamphlet notice.

      Makes various amendments to the public disclosure law.

      Revises provisions regulating the utilization of surplus funds.

      Amends penalty provisions.

      Revises the powers of the public disclosure commission.

      Repeals RCW 42.17.100, 42.17.105, and 42.17.175.

      Prohibits the acceptance of honoria.

      Declares the act an alternative to Initiative  134.
