      Directs the department of social and health services to conduct an evaluation of the family reconciliation services program.

      Proposes that the family reconciliation services program serve an additional one thousand families.

      Directs the development of informational and training materials for agencies and organizations serving at-risk youth.

      Provides for the establishment of an interdivisional at-risk youth committee to plan and coordinate all agency services for the program.

      Provides for involuntary commitment and treatment of substance-abusing youths.

      Requires the designation of twenty-five residential beds for involuntary commitment of substance-abusing youths.

      Requires additional data in the computerized children's services tracking system.

      Establishes a continuum of services pilot project for youth in one region to be designated by the department of social and health services.

      Makes various appropriations to carry out the purposes of the act.
