      Specifies the elements of the offense of reproducing and/or selling recordings for financial gain without the consent of the owner.

      Provides for increasing levels of fines for multiple violations.

      Specifies actions which do not constitute a violation of the prohibitions.

      Establishes procedures for the seizure and forfeiture of prohibited materials used in violation of RCW 19.25.020 or 19.25.030.

      Repeals RCW 19.26.010 and 19.26.020.
