(DIGEST OF PROPOSED 2ND SUBSTITUTE)

      Prohibits service on motor vehicle air conditioners, commercial or industrial air conditioning, heating or refrigeration systems, or consumer appliances without the use of equipment that is able to recover the refrigerant to prevent release into the atmosphere.

      Provides that, after January 1, 1992, no person may sell or offer to sell chlorofluorocarbon coolant or cleaning sprays, plastic party streamers, or noise horns.

      Requires a report to the legislature by January 15, 1992, with recommendations for the systematic retrieval, storage, and appropriate reuse of chlorofluorocarbons.

      Requests the governor to negotiate with other interested states to develop cooperative regional agreements to eliminate ozone-depleting chemicals.
