      Prohibits service on motor vehicle air conditioners without the use of equipment that is certified by the Underwriters Laboratories, Inc., for the extraction and reclamation of the refrigerant after January 1, 1992.

      Provides that, after January 1, 1992, no person may sell or offer to sell chlorofluorocarbon cleaning sprays, plastic party streamers, or noise horns.

      Requires a report to the legislature by January 15, 1992, with recommendations for the systematic retrieval, storage, and appropriate reuse of chlorofluorocarbons.

      Requests the governor to negotiate with other interested states to develop cooperative regional agreements to eliminate ozone-depleting chemicals.
