      Defines terms.

      Creates the position of biological control coordinator to facilitate the use of biological control agents to manage infestations of insects, noxious weeds, and other plant pests that adversely impact agriculture, forestry, and related industries.

      Establishes a biological control advisory board.

      Requires the adoption of rules providing for the classification of agents used for biological control.

      Provides for confidentiality of information submitted with an application.

      Provides civil penalties for violations of the act.

      Makes an appropriation of one hundred ninety thousand dollars to carry out the purposes of the act.
