      Designates the procedures to suspend, revoke, or deny a person's driver's license for driving while under the influence of intoxicating liquor or drugs.

      Authorizes the issuance of a provisional license for purposes of participation in an alcohol or drug abuse treatment program.

      Directs the traffic safety commission to conduct a study of the effectiveness of the act.

      Makes an appropriation of an unspecified amount to the department of licensing to carry out the purposes of the act.
