      Authorizes the victim of a charged criminal offense to request a HIV antibody test of the offender.

      Provides that the parents or guardian of a minor may assert the rights.

      Requires confidentiality to be maintained.

      Authorizes pretest counseling, HIV testing, and posttest counseling for the person to whose bodily fluids the victim has been exposed.

      Requires victims to be given notice of the right to request a test of the offender.
