      Revises the school year period requirements by increasing the number of school days on an annual basis.

      Repeals RCW 84.52.0531.

      Provides for school financing reform.

      Directs the superintendent of public instruction to establish a task force to develop a career ladder system.

      Provides for teaching profession modifications.

      Revises provisions for the education of highly capable students.

      Provides for tax credits for business and school partnerships.

      Authorizes local decisions on the acquisition of equipment.

      Requires each school district to prepare a standardized state-wide high school core competency achievement test.

      Revises provisions for early childhood education and for child care programs.

      Repeals RCW 28A.03.010.

      Provides for appointment of the superintendent of public instruction by the governor.

      Establishes methods to determine a school district's accountability.

      Requires development of model curricula for the integration of vocational and academic programs.

      Repeals provisions of chapter 28A.150 RCW.
