SB 5101 - DIGEST

      Requires the department to describe and analyze the negative impacts of development on wildlife and to specify the actions necessary to mitigate the impacts.

      Provides that final action on a development proposal may not be taken until a mitigation agreement is reached.

      Authorizes the department to charge fees to recover its expenses for conducting the review.

      Provides that failure to comply with a mitigation agreement shall be punished as a gross misdemeanor offense.
