      Provides for a penalty as set forth in RCW 9.92.020, but requires a minimum penalty of two hundred fifty dollars.

      Prohibits the suspension or deferral of any fine or criminal penalty.

      Directs the moneys paid to be credited to the special wildlife account established by RCW 77.12.323.
