(DIGEST AS ENACTED)

      Requires, effective September 1, 1992, that every school bus be equipped with a crossing arm that will require students crossing in front of the bus to walk more than five feet from the front of the bus.

      Provides for a pilot program to test the feasibility of using video cameras inside school buses.

      Requires a review of the current use of aides on special education buses.

      Requires development of guidelines for implementing an expanded definition of "hazardous walking conditions."

      Provides that the act shall be null and void if appropriations are not approved.
