      Directs the state auditor to investigate complaints by whistleblowers.

      Authorizes a whistleblower to file a complaint with the human rights commission.

      Provides for a fine of up to three thousand dollars for every person who takes retaliatory action against a whistleblower.

      Makes an appropriation of twenty thousand dollars to carry out the purposes of the act.
