      Provides that a person is guilty of a misdemeanor if he or she performs the functions of a private security guard without obtaining a license.

      Establishes the requirements to obtain a private security guard license.

      Requires security guards to maintain minimum insurance coverage.

      Directs the criminal justice training commission to establish a program for issuing firearm certificates.

      Makes unspecified appropriations to carry out the purposes of the act.
