      Establishes the requirements to obtain a private detective license.

      Exempts specified individuals from coverage of the chapter.

      Establishes requirements for a private detective agency license.

      Declares that the provisions preempt other regulations.

      Provides that violations of the act shall constitute criminal offenses.

      Provides for suspension or revocation of issued licenses.

      Provides for civil penalties.

      Requires detectives to maintain minimum insurance coverage.

      Directs the criminal justice training commission to establish a program for issuing firearm certificates.

      Makes appropriations of one hundred seventy-eight thousand one hundred ninety-four dollars to carry out the purposes of the act.
