      Provides that the department shall consist of two programs:  (1) The habitat and research program; and (2) the fishing and hunting program.

      Directs the legislative budget committee to examine the division of the department.

      Requires an ongoing analysis of the expenditures for consumptive and nonconsumptive programs.
