      Requires the department of general administration to adopt standards that specify the minimum content of recycled materials in products.

      Directs all public agencies to review their procurement policies to determine whether recycled products are excluded.

      Establishes procedures to provide for the preferential purchase of recycled content products.

      Directs the department to implement an education program to encourage maximum procurement of recycled products.

      Creates a sewage sludge task force.

      Requires a study of the state building code to encourage greater use of recycled building materials.

      Provides for the use of recycled materials in road construction.

      Requires vendors to certify the recycled material content of products sold to state agencies.

      Repeals RCW 43.19.537.
