      Establishes the work force training and education coordinating board to provide planning and policy analysis for the state training system and to advise the governor and legislature of any needed changes.

      Specifies the duties and responsibilities of the board.

      Abolishes the state board for vocational education.

      Creates the job training coordinating council, the council on vocational training, and the advisory council on adult education.

      Creates a board of trustees for Lake Washington Technical College, Renton Technical College, and Clover Park Technical College.

      Authorizes community and technical colleges to contract with local common school districts to provide occupational programs for high school students.

      Establishes the task force on technical colleges.

      Repeals RCW 28B.50.055, 28C.15.010, 28C.15.020, 28C.15.030, and 28C.15.900.
