      Provides for medical assessment, in accordance with standards established by the University of Washington, of at-risk infants prior to discharge and declares the identity of positive cases to be deemed confidential.

      Requires each disciplining authority under chapter 18.130 RCW whose license holders provide prenatal, obstetrical, and pediatric services to prepare and distribute educational material on the effects of substance abuse by pregnant women.

      Makes an appropriation of thirty-five thousand dollars to carry out the purposes of the act.
