Provides for medical assessment of at-risk infants prior to discharge and declares the identity of positive cases to be deemed confidential.
Directs the board of health to establish appropriate standards for conducting the assessments.
Requires an evaluation of the newborn infant's home to determine whether the health and safety of the child is in imminent danger.
Requires each disciplining authority under chapter 18.130 RCW whose license holders provide prenatal, obstetrical, and pediatric services to prepare and distribute educational material on the effects of substance abuse by pregnant women.
