      Defines "permanency planning" and "transitional living programs."

      Directs the department of social and health services to contract with independent qualified agencies to provide transitional living services to minors.

      Requires an assessment of each minor, including the minor's family situation, before receiving transitional living services.

      Declares a primary goal of the services shall be the acquisition by the youth of basic educational and/or vocational skills.

      Makes an appropriation of an unspecified amount to carry out the purposes of the act.
