      Establishes the fair start program to assist school districts in providing prevention and intervention programs for elementary grade students.

      Requires districts to use fair start funds to provide services to students in grades preschool through six with priority given to students based on need.

      Requires the superintendent to develop specific measures to evaluate the success of the grant projects.

      Requires biennial reports on the progress of the program.

      Makes an appropriation of fifty million dollars to carry out the purposes of the act.
