(DIGEST OF PROPOSED 2ND SUBSTITUTE)

      Directs the board of health to adopt rules that specify a schedule for testing at sufficient intervals to detect the HIV infection.

      Authorizes the victim to request that the offender be tested, and authorizes the prosecutor to seek an order mandating the test.

      Provides that the act shall be null and void if appropriations are not approved.
