      Prohibits cities and towns operating a municipal water supply system from charging customers a higher rate for service outside the municipal boundaries unless such rates are approved by the county legislative authority.

      Prohibits cities and towns from imposing excessive taxes on the privilege of operating a water or sewer utility business.
