SB 5313 - DIGEST

      Requires oil companies to file annual reports showing the gross operating revenue from intrastate operations.

      Requires payment of a fee on gross operating revenue.

      Establishes a consumer protection fund.

      Designates the allocation and use of the fund.

      Prohibits certain practices of oil companies and requires public disclosure of prices and costs.

      Establishes procedures for receiving consumer complaints and for conducting hearings on the complaints.

      Establishes criminal penalties for violations of the act.

      Authorizes the attorney general to restrain prohibited acts.
