SB 5326 - DIGEST

      Revises provisions governing air quality.

      Waives the excise tax specified in RCW 82.44.020 for clean-fuel vehicles.

      Prohibits the approval or funding of a transportation plan unless it conforms to the state plan for air quality.

      Requires the implementation of a commute trip reduction plan.

      Imposes an excise tax on the privilege of selling new cars in the state and establishes the air pollution  control account for deposit of the funds.

      Imposes requirements to reduce pollution from industrial and commercial sources.

      Provides for economic incentives to reduce pollution.

      Revises penalty provisions.

      Establishes procedures to reduce outdoor burning.

      Revises regulations for wood stoves and fireplaces.

      Establishes procedures to reduce global warming and ozone depletion.

      Repeals provisions in chapters 70.120 and 70.94 RCW.
