      Requires the secretary of social and health services to provide liability insurance to foster parents licensed under chapter 74.15 RCW.

      Specifies the types and amounts of coverage to be provided.

      Provides that foster parents have the same obligations for health care of the children as biological and adoptive parents.

      Provides that the act shall be null and void if appropriations are not approved.
