      Expands the elements of the plan to enhance the water quality of Puget Sound.

      Requires counties and cities to adopt a storm water management program as a prerequisite to receipt of state grants or loans.

      Requires land use, capital facilities, and transportation elements of comprehensive plans to be consistent with applicable provisions of watershed management plans.

      Requires persons selling property to provide information regarding existing septic systems.

      Establishes a pilot project to encourage the proper disposal and recycling of waste motor oil.

      Authorizes civil penalties to be placed in the water pollution control account.
