      Authorizes the issuance of general obligation bonds in the sum of one billion eight hundred thirty-five million nine hundred fifty-three thousand dollars to finance the projects described and authorized in the capital and operating appropriations acts for the 1991-93 fiscal biennium.

      Provides limitations and conditions on the issuance of the bonds.
