      Requires state agencies to include concerns for potential flood damage in their assessments of appropriate state actions.

      Directs local governments to include livestock flood sanctuary areas in their flood plain management regulations.

      Requires comment from affected agencies prior to any placement of wooded debris in a stream channel or flood way.

      Repeals RCW 79.90.140.

      Provides that certain sections of the act shall be null and void if appropriations are not approved.

      Authorizes the county legislative authorities to adopt comprehensive flood control management plans for drainage basins with the participation of the cities and towns.

      Authorizes the counties to create advisory committees.

      Repeals provisions of chapter 86.16 RCW.

      Creates a joint select committee on state flood damage reduction.

      Establishes special procedures for projects needed to repair streambank damage during the 1990 floods.

      Establishes pilot projects for interjurisdictional approaches to processing permit applications for flood control purposes.

 

 

VETO MESSAGE ON 5411-S

                        May 21, 1991

To the Honorable, the Senate

  of the State of Washington

Ladies and Gentlemen:

      I am returning herewith, without my approval as to section 25, Engrossed Substitute Senate Bill No. 5411 entitled:

"AN ACT Relating to the alleviation of flood damage."

      Section 25 of Engrossed Substitute Senate Bill No. 5411 requires the Department of Natural Resources to not charge for removal of material from state-owned aquatic lands when such material is used for public purposes.  Public purposes are defined by section 25 to include construction, maintenance, improvement or repair of roads, dikes, and levees.  Similar language is contained in Substitute House Bill No. 1864.  For this reason I have vetoed section 25 of this bill.

      With the exception of section 25, Engrossed Substitute Senate Bill No. 5411 is approved.
