      Requires the adoption of policies for the prevention and minimization of flood damage by July 1, 1992.

      Requires state agencies to include concerns for potential flood damage in their assessments of appropriate state actions.

      Directs local governments to include livestock flood sanctuary areas in their flood plain management regulations.

      Requires a permit to be obtained from the county prior to any placement of wooded debris in a stream channel or flood way.
