      Specifies the criteria which a school district of the second class must meet to receive funds to help meet the special needs of the district.

      Requires biennial reports on the use of the funds.

      Makes an appropriation of eleven million seven hundred seventy-eight thousand six hundred sixty dollars to carry out the purposes of the act.
