SB 5430 - DIGEST

      Provides for placement of moneys received for construction projects to be placed in trust for the benefit of those persons making the payment and for those providing materials or labor.

      Requires prompt payment of amounts due.

      Establishes remedies for those whose funds have been improperly withheld.

      Takes effect September 1, 1991.
