      Revises the statutory provision specifying the offense of operating a vehicle in a negligent manner.

      Makes the violation a misdemeanor offense and provides for license suspension and a fine.

      Directs the court to order a diagnostic evaluation for the offenders.

      Establishes the offense of negligent driving in the second degree.
