      Revises provisions regulating sewer and water districts.

      Establishes provisions for the satisfaction of liens for sewer and water services.

      Authorizes sewer and water districts with five thousand or more customers to provide its commissioners with the same insurance coverage as for its employees.

      Authorizes water districts to adopt a water conservation plan and emergency water use restrictions.
