      Specifies the membership of the state advisory committee for programs for the deaf.

      Provides for the establishment of regional service centers.

      Prohibits regional service centers from performing activities that are regulated under chapter 18.35 RCW.

      Provides that the act shall be null and void if appropriations are not approved.
