      Encourages the creation of site-based councils, where parents, teachers, and citizens will join to make decisions for our schools.

      Delegates authority for establishing the parameters and areas of involvement to the school district.

      Provides for allocation of funds to the councils.

      Makes an appropriation of five hundred thousand dollars to carry out the purposes of the act.
