(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires the director of general administration to determine any amount billed in excess of actual costs.

      Provides that the excess shall be retained in the facilities and services revolving fund if less than five percent.

      Requires the excess over five percent to be returned to the funds which paid into the revolving fund.
