      Establishes the requirements for proper notice to perfect a lien.

      Designates circumstances when a notice is not required.

      Designates the property which is subject to a lien, provides for priorities of liens, and provides for release of lien rights.

      Establishes requirements for recording of liens.

      Specifies the rights of the property owner.

      Establishes foreclosure procedures.

      Repeals provisions of chapters 60.04, 60.20, and 60.48 RCW.

      Takes effect April 1, 1992.
