      Provides for the issuance of temporary practice permits for qualified professionals licensed in another state.

      Encourages continuing pilot projects to develop flexible and accessible health care.

      Establishes the state-wide health personnel resource plan and a recruitment and retention project.

      Revises provisions governing the health professional loan repayment and scholarship program.

      Specifies the required service obligations for recipients of scholarship funds.

      Provides for credentialing by endorsement.

      Repeals provisions of chapters 18.150, 28B.102, and 70.180 RCW.
