(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Directs the department of transportation to negotiate an agreement with the rail carrier to purchase the right of way and track elements of the Stampede Pass rail line.

      Directs the department to seek to reestablish rail service over the line.

      Requires the department to confer with the city of Tacoma to develop restrictions on rail haul to protect Tacoma's Green river water supply.
