      Authorizes the temporary use of expedited methods for the award of state construction contracts for correctional facilities.

      Authorizes use of the general contractor/construction manager method.

      Establishes requirements for the award of subcontracts.

      Establishes provisions for projects which are completed for less, or for more, than the maximum allowable construction cost.
