      Deletes the restriction that the annual fee paid by a municipality for all domestic wastewater facility permits shall not exceed a maximum of five cents per month per residence.

      Establishes procedures for determination of fee eligible expenses.

      Provides for consultation with the permit fee advisory committee to review any adjustments.

      Revises procedures for monitoring water discharges.

      Limits total fee increases for two-year periods.

      Makes total appropriations of fourteen million seven hundred thousand dollars to carry out the purposes of the act.
