SB 5539 - DIGEST

      Revises notice requirements to landowners by agencies proposing rules which would restrict the property rights of landowners.

      Provides that private property shall not be taken or damaged for private or public use unless the owner has received just compensation.

      Requires the state to provide legal representation to any landowner who has been deprived of the use of his or her property.

      Requires the act to be submitted to the voters for acceptance or rejection at the next general election.
