(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Establishes the unit to receive, investigate, and process reports of lack of moral character and acts of unprofessional conduct by school staff.

      Authorizes the preparation of cases for action by the attorney general where appropriate.

      Authorizes recommendations for suspension, letter of reprimand, certificate revocation, or legal action by the attorney general.

      Makes an appropriation of five hundred sixty thousand dollars to carry out the purposes of the act.
