      Authorizes an additional motor vehicle tax to be deposited in the intrastate rapid rail account.

      Requires the funds to be used for development and construction of the rail lines, and not for planning purposes.

      Declares rapid rail transportation to be part of the highway system, and requires payment of the prevailing rate of wage on any projects.
