      Directs the department of trade and economic development to begin implementation of priority goals.

      Requires the department to designate a project manager to facilitate the activities in the timber impacted regions.

      Establishes an economic recovery coordination board.

      Establishes the forest products development center in Forks as a model public/private manufacturing partnership.

      Requires dislocated timber workers to receive enhanced retraining, support services, and job search assistance.

      Provides tuition waivers to dislocated timber workers.

      Creates the Pacific Northwest export assistance project for the ports of Aberdeen, Port Angeles, Port Townsend, Ilwaco, and Raymond.

      Creates the Pacific Northwest export assistance project fund.

      Provides for an emergency mortgage assistance project.

      Makes appropriations to carry out the purposes of the act.

      Repeals RCW 43.131.325, 43.131.326, 43.131.355, and 43.131.356.
